Kensington Property Partnership (KPP) is a Special Purpose Vehicle (SPV), set up to deliver these proposals within Kensington Town Hall car park, also known as Hornton Road car park.

KPP is managed by Raman Thukral and Frank Banner who have been working together on similar projects for the last 15 years. It has agreed on a 25-year lease with the Royal Borough of Kensington and Chelsea (RBKC).
